Background

The high and sustained growth of the urban population in Turkmenistan creates new and growing challenges with respect to environmental impacts. The sources of these different influences are an increase in the use of fossil-fuel-powered private vehicles, expansion of public lighting areas, and increased consumption of valuable resources in new residential areas and tourist zones, including water. As a result, the ambient temperatures rise due to the effect of "urban heat island". In addition, the growth of urban areas aggravates pollution and related health effects. It further leads to depletion of scarce national water resources, as well as increasing greenhouse gas emissions. All this contributes negatively to global climate change.

There is sufficient capacity globally to implement abatement measures but it’s important that when these are transposed to Turkmenistan, they continue to be aligned with the principles of sustainable development. At the moment, Turkmenistan has an insufficient level of technical know-how in the field of sustainable urban development and requires an introduction of modern solutions. This full-scale UNDP/GEF project seeks to remove these barriers through an integrated program of activities in two of the most prominent and dynamic urban areas of Turkmenistan: Ashgabat and Awaza, thereby opening the possibility of achieving significant reductions in greenhouse gas emissions and other environmental benefits.

One of the components of the project is the creation of sustainable tourist  infrastructure and in particular, introduction of sustainable and innovative facility management practices in Awaza, namely implementation of "green" standards for the operation of existing hotels in Awaza, including energy audits to identify opportunities for economically feasible energy savings and optimization of performance of energy consuming systems and controls, including the water consuming equipment.

 


Duties and Responsibilities

  • To carry out a visual inspection of the energy and resource-using facilities of Dayanch hotel & sanatorium complex;
  • To conduct interviews with hotel staff for the purpose of collecting relevant information to identify inefficient facility management practices;
  • To study actual energy and resource flows for each of the elements of the energy system;
  • To rate and benchmark energy efficiency of each of the elements of the energy systems;
  • To establish economically feasible potential for the improvement of each of the energy systems;        
  • To analyze the dynamics of consumption and losses for each type of energy/resource used and establish actual and normalized (baseline) annual consumption for two years prior to the project separately for each element of the systems;
  • To establish energy balance for each type of energy resource used at the facility for the baseline year;
  • Project energy/resource savings potential after implementation of the energy efficiency measures.

In particular, the following activities shall be performed at the site identified by the Project Team:

Building envelope inspection:

  • Inspection of the site (including roofs and basement area);
  • Thermal imaging of the building envelope;
  • Preparation of a report on the results of thermal imaging;

HVAC system inspection:

  • Assessment of the metering devices;
  • Analysis characteristics of heat and cooling supply equipment (including related ducts, networks, and other infrastructure);
  • Analysis of the quality of heat supply;
  • Analysis of the distribution of heat loads in the heating system and inspection of valves;
  • Measurements to determine the current actual heat consumption;
  • Preparation of the report with conclusions and recommendations for the rational use of heat energy.

Water-supply system inspection:

  • Assessment of the metering devices;
  • Analysis of the characteristics of water supply and wastewater equipment;
  • Assessment of the actual state of equipment in the supply and drainage;
  • Establishment of the normalized baseline consumption and benchmarking;
  • Assessment of the appropriateness of existing recirculation loops (if any) in order to establish scope for grey-water (re)use.
  • Review of compliance with water quality standards;
  • Preparation of conclusions and recommendations for the improvement of water supply infrastructure.

Electricity supply system:

  • Assessment of the metering system/devices;
  • Analysis of the quality of power supply and electric equipment characteristics;
  • Evaluation of internal electric networks repair needs
  • Inspection and analysis of the lighting systems;
  • Evaluation of the technical and economic feasibility of using photovoltaic panels in the power supply system of the facility;
  • Preparation of recommendations on the rational use of electric energy.

Other technological systems (air conditioning):

  • Analysis of technological schemes and metering;
  • Analysis of the state of technical systems and equipment;
  • Preparation of conclusions and recommendations on the rational use of energy resources in other technological systems.

Deliverables and timeframe:

Deliverable 1:

  • A report on the results of the visual assessment, questionnaire analysis and measurements with the preparation of the energy balance for each of the resource consumption system with a description of the actual situation and comparison with best practice cases/benchmarks.

Number of expert-days and delivery deadline: 30 expert-days, including 8 days in the field (1st mission). Deadline for results delivery - within 3 months from the contract start date. Payment arrangements: 35% of the total project budget.

Deliverable 2:

Report on energy saving potential with separate sub-sections on:

  • water supply and wastewater disposal system with a description of specific measures and a payback period (with different modernization scenarios) with the preparation of technical specifications;
  • electric energy systems and equipment (lighting, electric motors, etc.) with a description of specific activities and payback periods (and different scenarios) and preparation of technical specifications;
  • heating/cooling/AC systems with a description of specific measures and payback periods (under various modernization scenarios), including preparation of technical specifications.

Number of expert-days and delivery deadline: 50 working days, including 16 days in the field (2nd and 3rd missions). Deadline for delivery of results within 7 months from the contract start date. Payment arrangements: 50% of the total contract budget.

Deliverable 3:

Preparing 2-3 RfPs for relevant equipment manufacturers within the available Project budget funds according to the procurement guidelines and requirements of the UNDP and follow-up communication with equipment providers up until signing of the contract for equipment delivery.

Number of expert-days and delivery deadline: 10 expert days. Deadline for delivery of results within 9 months from the contract start date. Payment arrangements: 15% of the total contract budget.

 


Competencies

  • Ability to work in multitasking mode;
  • Knowledge of modern technical design tools;
  • Excellent knowledge of standards (GOSTs, SNIPs, RD, RB) and other guidance and design documents;
  • Ability to plan workflow, set tasks and monitor their implementation.
  • Excellent computer skills, including MS Word, spreadsheets and presentations;
  • Excellent negotiation skills and the ability to maintain relationships with partners, and representatives of government agencies and private sector actors.

 


Required Skills and Experience

Education:

  • Higher education in the field of energy or building engineering;

Experience:

  • At least 10 years of practical experience in the field energy audits of buildings and facilities;
  • At least 7 years of experience in the municipal buildings sector;
  • Experience of designing and guiding building modernization and reconstruction projects, including water/wastewater efficiency;
  • Experience in designing heat supply modernization systems and AC subsystems;
  • Experience in supervision construction and commissioning of building engineering systems.

Language requirements:

  • Fluency in the Russian language;
  • Working level of written English required.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

All experts applying for this position are required to provide:

  • Brief (1-2 pages) description of the methodology for the assignment;
  • Cover Letter which contains a brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment (maximum 1 page);
  • A summary of experience in similar assignments;
  • Financial Proposal with the references to (1) the daily rate for the assignment and within the timing scale indicated in the present TOR, and (2) any other expenses (including transportation costs, accommodation costs, the possibility of vaccination and etc.). Template of the form named "Letter of Confirmation of Interest and Availability" can be found at http://www.tm.undp.org/content/turkmenistan/en/home/procurement.html. The UNDP will enter into an Individual Contract based on a lump sum amount. The financial proposal shall represent a detailed, justified and “all inclusive” amount.  In order to assist UNDP in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount, including: a daily fee for the tasks and an estimated duration as specified in this announcement, travel (to and from the missions), per diems, any other possible costs (including vaccinations, dwelling, communication etc.);
  • Personal CV form including past experience in similar projects and contact details of referees.

Evaluation of proposals:

Individual Consultants will be evaluated based on the combined scoring methodology. When using this method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant and
  • having received the highest score – out of 100 points

Out of the maximum score, the score for technical criteria equals 70% - maximum 70 points, and for financial criteria 30%.

The technical evaluation will take into account the following as per the scoring provided:

  • Education in the area of Energy, Electric Engineering, Energy Efficiency, Energy Management, Architectural/Building Engineering issues or other relevant field – 25 pts;
  • At least 10 years of experience in coordinating, designing, implementing and advising in technical assistance projects in the area of energy efficiency, climate change mitigation feasibility studies, water, or energy management – 25 pts;
  • Methodology – 10 pts;
  • Prior experience and knowledge of GEF project’s procedures and reporting – 15 pts;
  • Experience and good knowledge of transition economies, in particular, within CIS countries, is an asset – 15 pts; Experience/familiarity with Turkmenistan will be a great advantage;
  • Fluency in Russian – 5 pts;
  • Working level of written English – 5 pts.
