Background 

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 192 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

Organizational Context

The secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized in five decentralized regional offices and the Geneva secretariat. The regional office for Europe works in support of 53 Red Cross and Red Crescent National Societies (NS). Through its Country Cluster Support Teams and Country Offices, it provides coordination and technical support for disaster relief operations and long-term development programming throughout the region. The Country Cluster Support Team for Central Asia is based in Almaty and supports the NS in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. It oversees country offices based in Kyrgyzstan, Tajikistan and Turkmenistan that provide capacity building, coordination and humanitarian diplomacy support to their respective NS. The country office in Turkmenistan is located in Ashgabat, and operates on the basis of the Status Agreement between IFRC and the Government of Turkmenistan.

Job Purpose

The Senior Adviser for Partnership Development is responsible for strengthening IFRC’s relationship with the Government in support of the Turkmenistan Red Crescent and also Red Cross and Red Crescent work globally.

 The post holder also serves as a liaison with UN and other international organizations based in Turkmenistan and facilitates Red Cross and Red Crescent Movement Coordination at country level.

The Senior Advisor reports to the Head of Country Cluster Support Team for Central Asia based in Almaty.

Job Duties and Responsibilities

Developing stronger partnership with the Turkmenistan Government:

  • Liaise with the Government of Turkmenistan, alongside the Turkmenistan RC, on IFRC policies, strategies and agendas at national, regional and global levels.
  • Keep regular contacts with the Government of Turkmenistan in particular the Ministry of Foreign Affairs (MoFA) for humanitarian and development issues of common interest.
  • Provide strategic advice and policy analyses on key developments and opportunities relevant to IFRC and NS work for the attention of the Head of Country Cluster Support Team.
  • Prepare briefing notes, reports and records of meetings and follow-up action-plans as requested.
  • Liaise with Turkmenistan MoFA and other relevant authorities regarding policy and also administrative issues on the IFRC Status Agreement with the Government.
  • Monitor proactively and provide research and analyses on new developments, trends and innovations in major humanitarian and development areas in the country and provide timely updates.

Humanitarian Diplomacy and NS capacity development:

  • Provide capacity building support to NS work on humanitarian diplomacy and advocacy; This may include skills training and coaching for senior staff.
  • Assist with strengthening bilateral and multilateral cooperation of the Turkmenistan RC with other NS in neighbouring countries, in Central Asia and globally.
  • Facilitate technical support including training in various areas such as legislative advocacy and international disasters law;
  • Establish and maintain good relations with the UN, international NGOs and other agencies based in the country and facilitate partnerships; This includes conducting bilateral and multilateral meetings with the UN, international and local NGOs and other partners as requested and preparation of briefing notes, reports and records of meetings and follow-up action-plans as requested.

Programming support and Movement coordination:

  • Coordinate Red Cross and Red Crescent Movement initiatives in support of the Turkmenistan RC;    
  • Maintain effective relations with Red Cross and Red Crescent Movement partners for timely dissemination of IFRC policies and strategies in support of Turkmenistan RC;
  • Research into opportunities for new programmes and partnership development for Red Cross Red Crescent work in the country and across Central Asia.
  • Conduct research and analysis in relation to funding for humanitarian and development activities in Turkmenistan and/or Central Asia including analysing the policies and preferences of bilateral and multilateral donors in the region.

Office Management

  • Manage financial and administrative aspects of the IFRC office in Turkmenistan on a day to day basis. This includes adherence to local legislation and requirements by the tax and other authorities as relevant and support for various visits, workshops and training events in the country.
  • Facilitate planning, budgeting and fundraising for IFRC activities at country level and provide narrative and financial reports on agreed actions;

Lateral relationships

  1. Ensure effective working relationships with IFRC staff members across Central Asia.
  2. Ensure effective working relationships with National Society counterparts and leadership.
  3. Ensure effective working relationships with technical and service departments in Budapest and Geneva.

Education

Advanced university degree (master's or equivalent) in public administration, social sciences, international relations, economics, law, or other relevant field of study; Or a first level university degree in above fields combined with extensive relevant work experience.

Experience

  • Minimum 5 years of progressively responsible experience in one or more of the following fields: International relations; diplomacy; communications; public administration or human rights law.
  • Experience of working for the Red Cross and Red Crescent Movement
  • Demonstrated professional experience working for the Government, an international organization and/or diplomatic service.
  • Solid experience in partnership development and mobilization of financial resources.

Knowledge, skills and languages

  • Strong analytical skills
  • Interpersonal skills and ability to negotiate while maintaining effective working relations
  • Excellent knowledge of current affairs in Turkmenistan and Central Asia
  • Discretion, loyalty and ability to identify and handle sensitive issues and confidential information
  • Excellent communications and writing skills
  • Skills in training and coaching senior staff
  • Self-supporting in computers (Windows, spreadsheets, word-processing)
  • Fluently spoken and written English
  • Good command of another IFRC official language (French, Spanish or Arabic)
  • Other languages: Russian and Turkmen
