Position Description QED is seeking a Partnership and Local Institutional Capacity Building Lead for the Turkmenistan New Generation Activity. The Partnership and Local Institutional Capacity Building Lead will provide a variety of technical support to USAID/Central Asia and its implementing partners to strengthen partnerships and local institutions related to youth training and entrepreneurship. This position is contingent on QED being awarded the contract.

This anticipated project will be a follow-on to the Enriching Youth for Tomorrow activity to improve youth workforce development. The project will highlight IT and digital skills, public/private sector engagement, and integrating marginalized and vulnerable populations. USAID/Central Asia seeks to target young citizens of Turkmenistan aged 15-25 to ensure youth have the foundational coping skills, critical and logical thinking skills, and familiarity with information and digital technology to obtain gainful employment.

This position is contingent on QED being awarded this project.

Duties and Responsibilities

• Conduct capacity gaps analysis in the context of youth employment and entrepreneurship and develop a capacity building strategy, in coordination with the COP.

• Based on findings of the rapid capacity gaps analysis and capacity building strategy– design capacity building resources to support effective youth training programming.

• Identify promising practices and innovative ways to provide skills-building opportunities to youth in the context of workforce development.

• Broadly test and disseminate resources and training through online webinars, web content, and via global events and meetings (regional and global events).

• Provide leadership and oversight in strengthening capacity for a range of actors addressing youth employment through multi-sectoral engagement.

• Lead the design of capacity strengthening activities, develop appropriate program guidance, and provide technical assistance.

• Provide technical support to USAID and priority countries through capacity development efforts including training, webinars, briefs and other capacity development activities in youth workforce development.

• Actively contribute to the project’s technical direction by developing strategies and partnerships to increase program coverage, visibility, and resource availability.

• Create up-to-date, evidence-based technical documents related to capacity strengthening that are useful to USAID/Central Asia.

• Participate in program design meetings and contribute to the development of activities with a strong capacity strengthening focus.

• Contribute to the development of team work plans and budgets, ensuring consistency with project direction and strategy. 

• Other duties as assigned. 

Minimum Qualifications:

• Master’s degree in field related to organizational learning or development assistance such as public, business, or development administration; knowledge management; political science; economics or development studies

• Minimum of eight years of demonstrated experience with an emphasis on capacity strengthening, project learning and adaptation, training and facilitation, civil society strengthening, or a related field.

• Previous experience supporting USAID Missions in a similar capacity

• Experience working in Turkmenistan or the Central Asia region is preferred

• Oral and written fluency English and Russian.
