Position Description

QED is seeking a Youth Skills Development Lead for the Turkmenistan New Generation Activity. The Youth Skills Development Lead will provide a variety of technical support to USAID/Central Asia and its implementing partners in the development of youth-oriented training. This position is contingent on QED being awarded the contract.

This anticipated project will be a follow-on to the Enriching Youth for Tomorrow activity to improve youth workforce development. The project will highlight IT and digital skills, public/private sector engagement, and integrating marginalized and vulnerable populations. USAID/Central Asia seeks to target young citizens of Turkmenistan aged 15-25 to ensure youth have the foundational coping skills, critical and logical thinking skills, and familiarity with information and digital technology to obtain gainful employment.

This position is contingent on QED being awarded this project.

Duties and Responsibilities

• Foster strong, collaborative relationships with key Mission stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning issues, and coordinate efforts amongst implementing partners (IPs) working in common Development Objectives (DOs)

• Plans and implement a broad range of structured, engaging, and educational programming for youth in Turkmenistan.

• Ensure activities are planned and delivered according to program standards.

• Coordinate outreach to build relationships with community partners in order to support youth participants and their families.

• Plan and implement meetings, events, and other activities on youth and young adult connections under the direction of the COP. Design and develop content; select and secure speakers; create agendas; and provide input on logistics.

• Contribute to the development of program proposals, outreach strategies, and long-term work plans related to education and expanded learning under the COP.

• Advocate, lead and provide strategic direction, program and technical guidance in the integration of youth programming.

• In collaboration with MEL and other technical team members, strengthen service data/monitoring to ensure that youth and gender inequities are tracked and appropriate response strategies are implemented; organize and support regular monitoring among local districts, partners, and service providers; analyze and report on program and project progress.

• Contribute to annual work planning, training plans, quarterly reports and other required technical reports. Stay up-to date on global best practices, new developments and emerging  issues in youth engagement.

Minimum Qualifications:

• Master’s degree in field related to organizational learning or development assistance such as public, business, or development administration; knowledge management; political science; economics or development studies

• Familiarity with, and ability to apply and adapt proven models and approaches to youth and workforce development, including market-led skill-building initiatives, labor market assessments, market-led partnership development, capacity building of training and job placement institutions, and strengthening workforce development systems.

• Previous experience supporting USAID Missions in a similar capacity

• Experience working in Turkmenistan or the Central Asia region is preferred 

• Oral and written fluency English and Russian.
