USAID Competitiveness, Trade, and Jobs (CTJ) Activity in Central Asia is implemented by DAI. The goal of the USAID Competitiveness, Trade, and Jobs (CTJ) Activity in Central Asia is to increase the competitiveness of Central Asian economies in order to increase the exports of horticulture, improve the transport and logistics sectors and increase tourism. CTJ activity runs from October 2016 – December 2021. The activity is regional and is implemented in Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan by interacting with businesses, trade authorities and governments in these countries.


Responsibilities include (but are not limited to):


Project Specialist will report to the Country Director in Turkmenistan. The Specialist will function at the local level interacting with local business groups, NGOs and Associations, relevant Government authorities to ensure that CTJ coordinates its activities accordingly. S/he will:


  • Participate in planning and implementing the Project’s activities, including event planning and organization, logistical support, monitoring and reporting in the following areas: transportation & logistics, trade facilitation, horticulture and tourism); 
  • Perform oral and written translation (English-Turkmen-Russian) assignments;
  • Liaise with business groups, and service providers to define assistance needs and solutions;
  • Support timely M&E data collection;
  • Participate in assessments; coordinates local STTA; and helps organize B2Bs;
  • Perform other related activities requested by the Country Director.


Successful candidates shall have:

  • A Bachelor’s degree in development economics, international trade, business administration, project and/or marketing management), preferably from Western Universities;
  • At least three years of working experience in one of the following fields: international trade and development, international relations, institutional and human capacity building;
  • Experience of working with the Government bodies, institutions and private sector organizations of economic block is an advantage;
  • Fluency in Turkmen, Russian and English languages; (language skills will be tested);
  • Good written and oral communications skills;
  • Immediate availability in January 2021;
  • Commitment to continue employment with the Project until December 2021;
  • Advanced computer skills, including good working knowledge of MS Office application programs;
  • Attention to detail, self-confidence & ability to work independently.
