Position Description

QED is seeking a Digital Skills Specialist for the Turkmenistan New Generation Activity. The Digital Skills Specialist will provide a variety of technical support to USAID/Central Asia and its implementing partners in the development of digital skills training curriculum and training. This position is contingent on QED being awarded the contract.  

 

This anticipated project will be a follow-on to the Enriching Youth for Tomorrow activity to improve youth workforce development. The project will highlight IT and digital skills, public/private sector engagement, and integrating marginalized and vulnerable populations. USAID/Central Asia seeks to target young citizens of Turkmenistan aged 15-25 to ensure youth have the foundational coping skills, critical and logical thinking skills, and familiarity with information and digital technology to obtain gainful employment.

 

This position is contingent on QED being awarded this project.

 

Duties and Responsibilities

·        Provide technical and organizational advisory support to project staff and partners to integrate technology and digital approaches in youth workforce development activities.

·        Design digital skills training curricula and work with training providers to carry out training for Turkmen youth

·        Collaborate closely with Private Sector Engagement and Partnership & Local Institutional Capacity Building Leads to identify technology firms, both local and international, that may offer internships and job opportunities for young Turkmen professionals

  • Participate in program design meetings and contribute to the development of activities with a strong digital skills training focus.
  • Contribute to the development of plans and budgets, ensuring consistency with project direction and strategy.
  • In collaboration with MEL and other technical team members, strengthen service data/monitoring to ensure that digital training is tracked and appropriate response strategies are implemented and analyze and report on program and project progress.
  • Contribute to annual work planning, training plans, quarterly reports and other required technical reports. Stay up-to date on global best practices, new developments and emerging issues in digital skills.
  • Other duties as assigned.

 

Minimum Qualifications:

·        Bachelor’s degree in field related to management information systems, information technology, computer science, business, or a related field

·        Experience providing digital skills training and curriculum design

·        Previous experience supporting USAID or other international donor organizations

·        Proficient in Tableau

·        Experience working in Turkmenistan or the Central Asia region is preferred

·        Oral and written fluency English and Russian.
