Program Coordinator


QED was awarded the USAID Governance Support Program in Turkmenistan, a four-year cooperative agreement. QED is building on the last four years of success in implementing our legacy GSP contract to implement a strategic and sustainable approach with the goal of strengthening the accountability, effectiveness, and transparency of governance in Turkmenistan.


The overall objective of GSP is to build on the recent success of the United States Government’s (USG) engagement with the Government of Turkmenistan (GoTM), and to continue developing a more internationally engaged Turkmenistan with its government officials. Through QED’s tailored trainings, technical assistance activities, and study tours, QED will provide programming to civil servants so that they are better able to serve its citizenry through the application of international governance best practices, increased inclusive policy dialogue with a more active and better informed civil society, strengthened policy development and lawmaking processes, and enhanced ability of the GoTM to more effectively enact and implement new policies and government priorities. QED will partner with leading women and men from the GoTM, Mejlis, and civil society to provide them the skills, knowledge, and confidence to lead by example and act as change agents for more democratic governance in Turkmenistan.


The ultimate goal of GSP is to strengthen the accountability, effectiveness, and transparency of governance in Turkmenistan. This goal will be achieved through two objectives:


Objective 1: Improved Public Administration of GOTM Institutions

Objective 2: Strengthened Policy Development and Lawmaking Processes


  • Take a lead in organizing all GSP activities including drafting descriptions of activities
  • Participate in design and delivery of program activities
  • Coordinate schedule and pre-project logistics with partners and host organizations
  • Oversee in-country project training activities logistics
  • Monitor in-country event sites, delivery of program activities, and provide immediate support to the partners, experts, and participants when needed
  • Ensure the program training events implemented in compliance with the USAID regulations and procedures
  • Assist with Branding and Marking Policy implementation on all reports and printed materials
  • Support in delivering needs assessment, content analyses, and studies
  • Prepare program information outreach materials, including taking and providing photos of training events
  • Regular review and collect information with regard to governance development and reforms in Turkmenistan for both program activities and impact evaluations. Manage filing system of program documents in hard and electronic versions
  • Provide support to the program team in achieving the goals, objectives, and indicators of the program
  • Perform other duties as assigned


·        Turkmenistan citizen living in the country

·        Bachelor degree or greater in a relevant filed such as Public administration, Law, or Management

·        Strong Knowledge of the governance system of Turkmenistan

·        A minimum of 5 years of progressive responsibility working with similar duties for USAID or other donor-funded development program in Turkmenistan

·        Demonstrated experience in interacting with senior management officials and other stakeholders

·        Ability to work in a fast changing environment and to produce results under the short deadlines

·        Excellent knowledge of English, Turkmen and Russian is required

·        Strong organizational , writing, and presentation skills

·        Excellent communication skills, including tact and verbal communications

·        Strong proficiency in MS Word OFFice Suite (word, Excel, Outlook, Power Point)

·        Ability to coordinate well with personnel within and outside of the program, meet deadlines and work with minimum supervision.
