для QED Group LLC. (Все города)




The Government Support Program (GSP) is a United States Agency for International Development (USAID) cooperative agreement led by The QED Group (QED) designed to strengthen accountability, effectiveness, and transparency of governance in Turkmenistan.

The GSP in partnership with the government of Turkmenistan aims to strengthen accountability, effectiveness and transparency of governance in Turkmenistan.  One of the activities of the GSP is focused on three main areas of governance:

·       Strengthening public administration of government of Turkmenistan institutions

·       Strengthening policy development and lawmaking processes

·       Creation of enabling environment for CSOs and strengthening democratic governance  




Under the overall supervision of Chief of Party, the Partnerships Specialist will  be responsible for efficient management of liaison and communication activities with project partners and relevant stakeholders to ensure successful implementation of the GSP.  The Partnerships Specialist will:


·       Promote USAID and QED values and contribute to better understanding and participation of national and local government organizations, citizens and private sector in project activities

·       Take a lead in organizing and delivery GSP activities including drafting descriptions of activities, provide immediate support to the partners, experts, and participants when needed

·       Support project thought active outreach to partners and relevant stakeholders, based on background research, assessment of stakeholders’ needs and relevant studies, preparation of stakeholder’s profiles.

·       Maintain active contact and follow-up with the partners and stakeholders and help manage effective long-term partner relations

·       Engage proactively with the representatives of international, government, civil society, private and media organizations and institutions and advise the project management and HO on all related issues

·       Keep abreast of social and economic government priorities and programs and trends for proper planning of new and management of current program activities

·       Lead coordination of activities of the project related to design, photography, visibility events, meetings, printouts and other materials

·       Assist with Branding and Marking Policy implementation on all reports and printed materials

·       Provide support to team to boost project visibility and awareness including identification of key stories and results to reach wider audience

·       Provide support to the program team in achieving the goals, objectives, and indicators of the program in compliance with the USAID regulations and procedures

·       Perform other duties as assigned



·       Turkmenistan citizen living in the country

·       Bachelor degree or greater in Public Administration, Public Relations, Communications, Management or any other related fields

·       A minimum of 4 years of progressive responsibilities in communication, liaison or partnership functions, preferably with experience facilitating partnerships 

·       Demonstrated excellent communication, research and analytical skills related to partner development in an international and local settings

·       Experience in development of materials for communication

·       Experience in implementation of development programs with international or public institutions

·       Demonstrated experience in interacting with various stakeholders

·       Strong organizational, writing, and presentation skills

·       Open to change and flexible in a fast-changing environment, open to produce results under the short deadlines

·       Demonstrated understanding of the impact of positive role in partnership development

·       Ability to coordinate well with personnel within and outside of the program, meet deadlines and work with minimum supervision

·       Excellent knowledge of English, Turkmen and Russian is required

·       Excellent communication skills, including tact and verbal communications

·       Knowledge of collaboration and communication platforms and software’s to use will be an asset
