  1. Background of the Contract

Climate change has been recognized by the United Nations as one of the most important global issues today. Education is an essential component and a catalyst for responding to global climate change. Article 6 of the UN Framework Convention on Climate Change (UNFCCC) encourages Parties to promote, develop and implement educational, training and public awareness programmes on climate change and its effects. Article 12 of the Paris Agreement on Climate Change also stimulates Parties to cooperate in enhancing climate change education, training, public awareness, public participation and public access to information.

Children are more susceptible to adverse environmental conditions and more sensitive to climate changes. To reduce the burden on the environment, it is important that such knowledge and habits are instilled from an early age, so that everyone understands on how important it is to take good care of the natural environment and resources.

Towards this, to support the Government of Turkmenistan’s efforts in implementing SDG 12 & 13 targets and indicators, UNICEF has provided technical assistance both in review of the current primary and secondary school curricular and towards development of Climate Change, Environment and Energy (CEE) Curriculum to be incorporated in to the environment related subjects, such as, Nature study, Basics of life skills, Ecology, Geography, Agriculture and Extra-Curricular. The draft curriculum is being proposed to be implemented as part of the joint initiative on “Strengthening Resilience for Climate Change adaptation for Children” that aims at raising awareness and empowering children in schools to better adapt and mitigate impact of climate change and environmental risks.

The draft curriculum has been developed based on age appropriateness and grades for both primary and secondary level. The subject-specific curricular and extra-curricular materials have been designed in a way to allow teachers to apply flexible, holistic, inquiry-based, interpersonal approach with clear lesson plans and outcomes and mix of theoretical/conceptual and learning by doing pedagogy (interactive audio-video resource materials (videos, labs, games and quizzes). These learning principles are in line with the belief that students learn more from how they are taught than from what they are taught.

It is expected, the proposed course curriculum will be undertaken in pilot schools in two regions of Turkmenistan (Dashoguz and Akhal velayats), the experience and lessons learnt of which, will be further applied for nation-wide scaling-up.

The CEE Curriculum will enable children and teachers to think critically about sustainability and enhancing awareness and building resilience to climate change.

Teachers have an important role to play in the successful implementation of the CEE curriculum. Teachers help the children make sense of the information available to them, not only in specialised subjects but also in general. Appropriate understanding, training on the issues related to Environment, Climate Change and Energy places the teachers in a better position to impart knowledge to children, create and maintain a safe learning environment, and help build a culture of climate change preparedness.

Given the above context, UNICEF is seeking an international expert to develop instructional and training materials to enhance teachers’ understanding of the CEE curriculum, and to pre-test curriculum materials by conducting a training for a core group of teachers.

 

  1. Objective and Specific Tasks Objective

To provide technical assistance to the Ministry of Education of Turkmenistan in:

 

  • Developing instructional and training materials for teachers that incorporate CEE issues which is inclusive and gender sensitive;
  • pre-testing CEE curriculum materials for 5 subjects (Nature study, Basics of life skills, Ecology, Geography, Agriculture) and Extra-Curricular by conducting a training for select subject teachers.

    Specific Tasks

     

  • Conduct a desk review of the prepared school curriculum (in Russian) and session plans (in English and in Russian) on Nature study, Basics of life skills, Ecology, Geography, Agriculture, and supporting resource materials (in English) for enhancement and improvement;
  • Develop instructional and training materials for teachers that incorporate CEE issues. The materials should be prepared which takes into account inclusive and gender considerations.
  • Prepare a training programme, including schedule, agenda, pre/post training evaluations etc. for the training of approximately 100 teachers from 17 pilot schools. Develop Teacher Training modules;
  • Conduct training of teachers in Ashgabat city (for teachers of Akhal velayat) and in Dashoguz velayat as per the prepared training programme to test the above-mentioned draft CEE curriculum materials;
  •  

    Prepare a report on the results of trainings and propose recommendations for improvement and potential replication. Deliver the final Teacher Training modules.

    3. Deliverables based on the work plan

    The consultancy duration is 45 working days, covering the period of 20 April 2018 – 31 July 2018. The distribution of days by tasks is suggested below. The consultant is expected to work home-based (26 working days) and in-country (19 working days) during the consultancy period.

    4. Reporting requirements

    All materials developed will remain the copyright of UNICEF. UNICEF will be free to adapt and modify them. This ToR is an integral part of the contract (SSA) signed with the consultant. The penultimate version of the report will also undergo the review of the UNICEF ECA Regional Office.

     

    1. Application process

    1. Qualifications/specialized knowledge/experience required to complete the task

     

  • Advanced university degree in Ecology/Environment/Geography or another relevant degree;
  • Proven experience in development of training methodologies, guidelines and materials;
  • At least 5 years of training experience;
  • Good technical knowledge of and expertise in climate change adaptation and risk reduction programs;
  • Ability to use information and communication technology as a tool and resource for training programs;
  • Good communication and facilitation skills;
  • Excellent networking and interpersonal skills required;
  • Ability to work independently and respond to feedback in a timely and professional manner;
  • Excellent organization skills, attention to detail, and ability to contribute to a team;
  • Fluency in English and strong writing skills in English. Knowledge of Russian is an advantage;

    1. Payment schedule

    The payment will be done in tranches, according to the following schedule. All deliverables must be delivered on time and to the satisfaction of UNICEF Turkmenistan.

    - First installment: 25 May 2018, upon satisfactory provision of draft instructional and training materials for teachers as per the table (section 3 of the ToR). The installment will include 13 consultancy days

    - Second installment: 31 July 2018, upon successfully conducting training of teachers, satisfactory provision of the final instructional and training materials for teachers, and the final Teacher Training modules as per the table (section 3 of the ToR). The installment will include 32 days of consultancy + costs of the trip as per agreed budget
