About the Program

The USAID-funded Governance Support Program (GSP) in Turkmenistan provides technical expertise, training, and other technical assistance to the government institutions in Turkmenistan.

The QED Group, LLC seeks the international consultants or company to conduct a one day-day workshop on Planning of the Electronic Land Cadaster in Turkmenistan.  The anticipated period of work is April 17-May 1, 2018. The tentative date for the seminar is April 24, 2018. The Land Cadaster Development Consultants/Company/Organization will report directly to the Chief of Party of Governance Support Program in Turkmenistan and Project Coordinator of the QED in the US.

Responsibilities

  1. Design and deliver presentations with strong visuals and graphics appealing to GSP’s national counterparts, particularly for representatives of the government institutions, including the Academy of Sciences of Turkmenistan, Technology Center of the Academy of Sciences, Ministry of Agriculture and Water Resources , State Committee for Environment Protection and Land Resources , Ministry of Justice, Ministry of Economy and Finance, municipalities and municipal departments, dealing with the land issues
  2. Transfer key concepts, methodology, legal framework of Land Cadaster implementation

 

  1. Provide examples of successful practices of Land Cadaster implementation

 

  1. Describe the strategy pertinent to Land Cadaster implementation, including the legislative component, the technical component, and countrywide implementation
  2. Present information on the Land Cadaster development stages , provisions for its better functioning
  3. Share the outputs and impacts of Land Cadaster applications
  4. Provide recommendations for Turkmenistan Government Institutions on development of Land Cadaster in the report
  5. Design and provide hand-out materials and information for the participants

Qualifications

  1. A minimum of 10 years’ experience in the field of e-Governance, Land Cadaster Development and Implementation, ICT solutions
  2. Excellent presentation, consultation and public speaking skills. Proven experience of delivering presentations to large audiences.
  3. Be flexible and ready for possible last minute changes to the program agenda and audience.
  4. Ability to interface effectively with team members, governmental counterparts, donors, and beneficiaries.
  5. Ability to work under pressure and meet tight deadlines.
  6. Written and spoken proficiency in English and Russian is required.
