Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned

  • Respond to incidents as the Incident Commander.
  • Support the Dragon Oil Management in identifying incident priorities, establishing incident objectives, and developing response strategies.
  • In the capacity of Fire Commander, conduct a comprehensive size-up and dynamic risk assessment; develop an incident action plan; communicate tactical priorities; and make team assignments.
  • May serve as support in local residential, commercial, and other responses.
  • Plan and direct the daily work routines of Dragon Oil Fire Department.
  • Plan the annual work and vacation schedules of assigned personnel.
  • Implement Company and department policies to meet the department’s mission and objectives.
  • Conduct ongoing evaluation of unit response preparedness and establish plans/programs to enhance response capabilities.
  • Lead in-service inspections/visits of occupancies to identify hazards, challenges, fire protection features, primary response corridors, water supplies, critical exposures, process hazards, and other key response information as well as coordinate information with proponent representatives.
  • Review and comment on proponent emergency response plans.
  • Plan, coordinate, and evaluate emergency response training to responders.
  • Perform all administrative duties required of a unit head.
  • Represent the department in meetings within the assigned area.
  • Coach, mentor, and develop at all levels within Fire Department.
  • Works in a safe manner and reports unsafe activity and conditions. Follows Dragon Oil HSE policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the Dragon Oil HSE SMS System.

Operating Environment, Framework and Boundaries

  • 80 % of activities are carried out outside the premises, including movement between various production facilities onshore as well as offshore.
  • All facilities of DOTL in the town of Hazar.

Communications and Working Relationships · The work is performed under the supervision of the HSE Manager. Supervision Exercised: Fire Department Problem Solving / Complexity

  • Strong analytical skills, problems solving, report writing and leadership and management is required.

Knowledge, Skills & Abilities The geography of Dragon Oil’s facilities and surrounding areas, (or the ability to quickly learn this information), including the streets system, hydrant locations, the layout and location of public utilities and potentially hazardous materials or substances.

  • Knowledge and experience of managing at a Chief/Watch Command level.
  • Skilled and experienced in response to incidents at industrial, residential, flammable and combustible liquids, vehicle, etc.
  • Mathematical and fire science skills such as compartment fire training instructor.
  • Familiar with fire code for inspection purposes, previous position as fire safety advisor or similar preferred.
  • Emergency response incident reporting procedures.
  • Computers and related software.

Ability to:

  • Make determinations as to the best course of action for fighting fires or responding to other related emergency situations; Qualified in Incident Command is essential.
  • Work under extremely stressful situations, day and night, which result from a fire and other emergencies, including the responsibility for remaining calm and carrying out all duties with the recognition of the threat to life and property;
  • Successfully meet the Dragon Oil Fire Department’s requirements and pass entry exams;
  • Work in a team environment under extremely stressful situations;
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks;
  • Operate a personal computer using program applications appropriate to assigned duties;
  • Communicate effectively in English both orally and in writing.
  • Ability communicate and deliver presentations to management and other stakeholders.

Essential Physical Abilities The primary duties of this class are performed in a work environment in which the employee is subject to potential personal danger. Therefore, the following physical abilities are deemed essential:

  • Sufficient clarity of speech and hearing and other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, including during emergency situations which may involve a high degree of noise;
  • Sufficient vision and other powers of observation, with or without reasonable accommodation, which permits the employee to effectively operate at a fire or related emergency scene;
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate equipment used in firefighting;

· Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to perform all duties involved in protecting life and property. Decision Making Authority and Responsibility

  • Recommendations on requirements of fire safety equipment.
  • Revealing violators of fire requirements and persons involved in fire incidents.
  • Providing the company staff with mandatory instructions on fire safety.
  • Dynamic and analytical risk assessments of incidents.
