The USAID-funded Governance Support Program (GSP) in Turkmenistan provides technical expertise, training, and other technical assistance to the government institutions in Turkmenistan.

QED seeks an international consultant Combating Money Laundering, Terrorism Financing, and Proceeds of Crime UNODC's Global Programme against Money Laundering, Proceeds of Crime and the Financing of Terrorism (UNODC GPML) to conduct a four (4) day training for representatives of the Ministry of Finance and Economy of Turkmenistan, the City of Ashgabat Finance Authorities. The anticipated period of work is April 1-9, 2019. The tentative dates for the Training are April 2-5, 2019. The dates are contingent upon Turkmenistan Government approval. The Consultant will report directly to the QED Chief of Party.  

Responsibilities

  • Develop the program and handouts for the four-day training based on advanced information available to update the participants of educational events on the relevant topic:
  • AML/CFT compliance in financial institutions and DNFBPs;
  • AML/CFT supervision over financial institutions and DNFBPs;
  • FIU investigations - operational, tactical and strategic analysis;
  • AML/CFT international cooperation;
  • Criminal intelligence analysis;
  • Analysis of large volumes of financial data;
  • Special investigative techniques;
  • Financial investigation;
  • ML investigations and recovery of crime proceeds;
  • Combating of cross-border transportation of cash;
  • Asset freezing and confiscation;
  • Frozen assets management;
  • ML prosecution and adjudication;
  • TF investigation;
  • Use of UNSCR 1267/1988 sanctions;
  • Disruption of illicit financial flows;
  • Investigation of large criminal financial networks;
  • Financial forensics;
  • Investigation of MVTS;
  • Supervision of MVTS;
  • ML/TF risk assessment and AML/CFT policy;
  • Investigation of cryptocurrencies;
  • Digital forensics;
  • AML/CFT Supervision of cryptocurrencies service providers;
  • AML/CFT supervision of mobile money service providers;
  • Investigation of mobile money; and
  • Collecting and analysis of financial open source information.
  • Design and deliver presentations with strong visuals and graphics appealing to the Ministry of Finance and Economy of Turkmenistan, the City of Ashgabat Finance Authorities
  • Submit the four-day training materials to the USAID Governance Support Program at least one week ahead for GSP in Turkmenistan to be able to translate and print all necessary presentations and handouts
  • Facilitate a successful run of four-day training for 25 participants respectively
  • Prepare a final report and general recommendations on the stages of AML standards and principles introduction in Turkmenistan

Qualifications

  • Practical experience in one or more of the above areas of expertise for 7 or more years; and being currently employed in AML/CFT is an advantage.
  • Record of successful ML/TF investigations or similar achievements; having this experience within the last 3 years is an advantage.
  • Practical experience in the design and delivery of AML/CFT training.
  • A university degree related to one or more areas of expertise, or diploma from a specialized law enforcement training institution (e.g. police school/academy) with an additional 2 years of expertise in lieu of a Master's degree.
  • Fluent oral and written Russian in preferable.
  • Knowledge and experience of using participatory approaches and innovative facilitation techniques;
  • Strong analytical skills;
  • Good inter-personal skills; excellent communication skills to interface effectively with MFE officials and senior and mid- level managers and fluency in Russian (preferably) is required;
  • Excellent presentation and public speaking skills. Proven experience of delivering presentations to senior officials and academic audiences;
  • Flexible and readiness for possible last minute changes to the program agenda and number of participants;
  • Ability to work under pressure and meet tight deadlines.

Expert:

  • Practical experience in one or more of the above areas of expertise for 5 or more years; being currently employed in AML/CFT is an advantage.
  • Record of successful ML/TF investigations or similar achievements; having this experience within the last 3 years is an advantage.
  • Practical experience in the design and delivery of AML/CFT training is an advantage.
  • A university degree related to one or more areas of expertise, or diploma from a specialized, with an additional 2 years of expertise in lieu of a Master's degree.
  • Fluent oral and written Russian.
